1. Clarify the scope of identification. The "double-qualified" teacher certification for vocational education is mainly applicable to professional course teachers (including practice instructors) in vocational schools. Teachers of public courses, other personnel in the school who have the qualifications of teachers and actually undertake teaching tasks, formally hired part-time teachers outside the school, and personnel with qualifications of teachers in other institutions that carry out vocational school education according to law, can refer to the implementation under the premise of meeting certain conditions. .
Second, strict standard requirements. Adhere to the teacher's morality and style as the first standard for measuring the ability and quality of "double-qualified" teachers, and strengthen the inspection of ideological and political quality and teacher's moral quality. The teacher's identification should be revoked if it has been identified. It is necessary to implement the fundamental task of cultivating people by morality, follow the law of education and the law of the growth of technical and skilled talents, and achieve the combination of work and learning, the unity of knowledge and action, and the cultivation of morality and skill. It is necessary to highlight the inspection of theoretical teaching and practical teaching ability, and pay attention to teaching reform and professional construction achievements. 3. Strengthen organization and implementation. Provincial education administrative departments are responsible for the organization, leadership, overall planning and coordination of the identification of "double-qualified" teachers in the region. The identification work shall be implemented in accordance with the procedures of individual declaration, organizational identification, and result review. Organizational accreditation can be implemented by the provincial education administrative department in accordance with the procedure to designate schools, third-party institutions or expert organizations that meet the accreditation conditions. The implementation subject must specify the responsible department, set up an accreditation expert review committee composed of education departments, industry enterprises, college experts, etc., strictly follow standard conditions, standardize procedures, and ensure quality. Fourth, strengthen supervision and evaluation. 5. Promote sustainable development. According to the development needs of "double-qualified" teachers at different stages, it is necessary to accurately provide opportunities for education and teaching, job training, and enterprise practice. It is necessary to encourage "double-qualified" teachers to obtain professional qualification certificates and vocational skill level certificates in the industry, and to be employed in professional and technical positions (titles) in the industry. It is necessary to combine the educational system and professional characteristics, review the ability and quality of "double-qualified" teachers for no more than five years, highlight the job performance inspection during the employment period, and promote the continuous updating of teachers' knowledge and skills.
Sixth, pay attention to the role played. It is necessary to give full play to the leading role of "double-qualified" teachers in comprehensive education, enterprise practice, teaching reform, social services, and teacher professional development, fully tap typical cases, and demonstrate growth paths such as teacher training, on-the-job practice, and study visits method. The state formulates basic standards for vocational education "double-qualified" teachers (see attachment). Provincial education administrative departments should formulate and revise the identification standards and implementation measures for "double-qualified" teachers at their own level in light of local specific conditions, as well as different education levels and major categories, clarify support measures, implement classified evaluation, and adjust in due course Complete.
